Safe Passages Outcome/Evaluation Report 2005 – School Linked Services

Targeted middle school sites are located in some of the toughest neighborhoods in Oakland and the unincorporated areas of Alameda County with the highest concentrations of poverty and violence, including, East and West Oakland, and Ashland/Cherryland communities.

The Safe Passages middle school strategy, informed by practices that have proven to get at-risk kids re-focused on learning, embraces a network of activities that brings schools, parents, providers, and students together to work to improve school safety and create a more collaborative, productive school environment. These approaches have resulted in the following in Oakland:

  • Participating schools in Oakland experienced a 72% decrease in suspensions due to violence
  • Over 6,400 students and families at 15 middle schools were served during the 2008-2009 school year
  • Students receive on site mental health services valued at over $10 Million from the County in Medical funds

In addition, San Lorenzo USD, now in its second year of implementation, boasts outstanding outcomes for the 2007-2008 school year:

  • Over 1770 students received services at two middle schools: Edendale and Bohannon Middle Schools.
  • At Edendale Middle School, several student groups, including 6th, 7th, and 8th graders and both boys and girls showed a decrease in referrals (ranging from tardiness to assault) during that period.
  • The referral decreases by grade level range from 9% to 34.6%, with the most significant decline for 7th graders and for boys.

The chart below shows the changes in disciplinary referral levels after a full year of implementation at Edendale Middle School: September 2007 to September 2008.

Beyond the direct impact on students and families served, there are two key ways that Safe Passages creates value.
